Regulations
The matches will be played according to the rules of the "International Football Association Board" of FIFA and the regulations of the K.N.V.B.
The above-mentioned tournament organizer has obtained the necessary permission to hold the tournament from the K.N.V.B.
Teams
Teams and players who have obtained the approval of their national football association are entitled to participate in this tournament.
Team leader
Each team must be accompanied by 2 team leaders over 18 years of age. His/her name, address, telephone number and date of birth must be indicated on the player list. The team leaders are responsible for the behaviour of the players and supporters, both on the sports complex and in other accommodation made available to the participants.
Categories/Dispensation
A player may play in an age category if he/she was born on or after 1 January of the year in which that age is achieved. The team captain must hand over the player list, showing each player's name and date of birth, to the match secretariat before the start of the tournament. All players must be in possession of an official ID that must be able to be shown at any time. Dispensation can only be granted by the tournament committee prior to the tournament. A player may play in only one team during the entire tournament.
There may never be more than 2 dispensation players per team participating in a match at the same time at U11/7, U12/8, U13/9 and G13/8. In U13, U15, U16 and U17, a maximum of 3 dispensation players are allowed at the same time.
Match duration all categories

Referees
Matches will be conducted by independent referees. Each team in the U13, U13/9, U15, U16 and U17 must provide one person as linesman. In the other categories, offside will not be played.
Placing pool matches
The ranking is determined by the number of points. Points are given as follows: win 3 points, draw 1 point and loss 0 points. If several teams have obtained an equal number of points, the ranking will be determined as follows:
1. Result of mutual match;
2. Goal difference;
3. Highest number of goals scored;
4. Drawing.
Placing finals
In case of a draw in a knock-out match, penalty kicks are taken according to the rules of the FIFA International Football Association Board. It is not allowed to change players after the final signal.
Rules of play U11/7, U12/8 and GU13/8
Kick-off: The kick-off is taken by one of the teams in the centre of the pitch. Both teams start from their own half of the pitch. At the kick-off a shot (and goal) may be taken directly at goal.
Play-back ball: A play-back ball (played by foot) may not be picked up by the goalkeeper. If this is done, the referee explains that this is not allowed. If the offence is repeated, an indirect free kick follows nine metres from the dead ball line. A return ball that does not go through the foot (shin, knee, upper body and head) may be picked up.
Back ball: The back ball is taken from the ground inside the goalkeeper's area by dribbling, passing or shooting the ball in. The back ball can be taken by either the goalkeeper or a field player.
The opponent is at least 5 metres away.
Corner kick: Corner kicks are taken from the corners of the field of play by dribbling, passing or shooting in the ball. In all cases, a goal can be scored directly by the player taking the corner kick.
The opponent stands at least 5 metres away.
Goal: After a goal, a kick-off takes place by the team that has scored an opposite goal. Both teams start from their own half.
Ball out: At a ball out, play is restarted by dribbling in. Passing and/or shooting is not allowed. The opponent is always at least 5 metres away.
U13/9 Rules of play
Kick-off: The kick-off is taken by one of the teams in the centre of the pitch. Both teams start from their own half of the pitch. At the kick-off a shot (and a goal) may be taken directly at goal.
Play-back ball: A play-back ball (played via foot) may not be picked up by the goalkeeper. If this is done, an indirect free kick is awarded to the opposing team at the place where the goalkeeper touched the ball.

Goal kick: The goal kick is taken from the ground inside the penalty area.
- The ball does not have to have been played out of the penalty area before another player may touch it.
- The goal kick can be taken by either the goalkeeper or a field player. Opponents must remain outside the penalty area until the ball is in play.
Corner kick: corner kicks are taken in the regular manner.
Free kick: A foul is always punished with a direct free kick, with the opponent standing at least 7 metres away. For anything that is not a contact offence on the opponent, an indirect free kick is given.
Throw-in: For a throw-in, the ball must be thrown in with two hands from the neck with both feet in contact with the ground. Faulty throw-ins may be retaken once. If it is again, the throw-in goes to the opponent.
Foul: For a foul, a free kick is taken by the opposing team. The opponent stands at least 7 metres away at a free kick. For a foul by the defending side in its own penalty area, for which a direct free kick should be awarded, the attacking side is awarded a penalty kick. For a penalty kick, all players except the taker and the goalkeeper stand outside the penalty area and at least 7 metres from the player taking the penalty kick.
Goal: After a goal, a kick-off takes place by the team that has scored an opposite goal.
Wall: If the defending side erects a wall of 3 or more players at a free kick, all attackers must keep at least one metre away from this wall. The wall stands at 7 metres.
Resumption of play: After goal kick, corner kick, throw-in, free kick, penalty kick or kick-off: For each resumption of play, the ball may not be touched twice in succession by the same player.
Playing rules U13, U15, U16 and U17
The standard rules apply to these categories
Deviating match rules
· There can be unlimited substitutions in all categories.
· With the U13/9, U13, U15, U16 and U17 it is only allowed to substitute at a dead ball moment and with permission of the referee.
· All matches begin and end with a central signal. The referee must end the match immediately after the central signal.
Tenue
If before the start of a match, in the opinion of the referee, the club colours of both teams differ too little, the first mentioned club is obliged to play in a uniform of a different colour.
Disciplinary measures
If a player has been sent off the pitch (red card) or given a warning (yellow card), the referee will inform the tournament committee immediately after the match.
A player sent off the field or given 2 official warnings in one match will be automatically excluded for the next match.
The tournament committee will assess each penalty case and may impose other penalties if necessary.
A team that fails to attend on time without a valid reason or plays with an unauthorised player will automatically lose 3-0.
All results of a team will be invalidated if the referee has to stop a match due to misconduct by players, staff or supporters of that team. If this happens in the intermediate or final round, the entire team will be disqualified.
Misconduct will be reported by the tournament organizer to the national football association who will forward these reports to the relevant other national associations.
Supporters
Misbehavior by supporters will not be tolerated. In case of serious misbehaviour - this will be assessed by the tournament committee - the person concerned will be denied access to the complex for the duration of the entire tournament and will have consequences for the participating team.
Protests
Protests regarding decisions of the referees are not possible. Protests regarding other matters must be submitted no later than 15 minutes after the end of the match by the team leader to the tournament committee. The tournament committee shall also decide on matters not provided for in these regulations. The decision of the tournament committee is binding.
Match schedule
The tournament committee has the right, in case of unforeseen circumstances, to change the competition schedule.
Liability
The participating clubs are themselves responsible for adequate insurance of the players. The organizers and Euro-Sportring are not liable for personal injury and loss or theft of participants' property.
Reglement
De wedstrijden worden gespeeld volgens de regels van de "International Football Association Board" van de FIFA en het reglement van de K.N.V.B.
De bovengenoemde toernooiorganisator heeft de benodigde toestemming tot het houden van het toernooi verkregen van de K.N.V.B.
Teams
Teams en spelers die de goedkeuring van hun nationale voetbalbond hebben gekregen zijn gerechtigd aan dit toernooi deel te nemen.
Teamleider
Ieder team moet worden begeleid door 2 teamleiders ouder dan 18 jaar. Zijn/haar naam, adres, telefoonnummer en geboortedatum dienen op de spelerslijst te worden vermeld. De teamleiders zijn verantwoordelijk voor het gedrag van de spelers en supporters, zowel op het sportcomplex als in andere accommodaties die voor de deelnemers beschikbaar zijn gesteld.
Categorieën/Dispensatie
Een speler mag mee spelen met een leeftijdscategorie als hij/zij is geboren op of na 1 januari van het jaar waarin deze leeftijd wordt behaald. De teamleider moet voor aanvang van het toernooi de spelerslijst, waarop per speler naam en geboortedatum zijn vermeld, op het wedstrijdsecretariaat overhandigen. Alle spelers dienen in het bezit te zijn van een officieel legitimatiebewijs dat op elk moment getoond moet kunnen worden. Dispensatie kan enkel en alleen voorafgaand aan het toernooi worden verleend door de toernooicommissie. Een speler mag tijdens het gehele toernooi in slechts één team uitkomen.
Er mogen nooit meer dan 2 dispensatiespelers per team tegelijkertijd deelnemen aan een wedstrijd bij U11/7, U12/8, U13/9 en G13/8. Bij de U13, U15, U16 en U17 zijn maximaal 3 dispensatiespelers tegelijkertijd toegestaan.
Wedstrijdspeelduur alle categorieën

Arbitrage
De wedstrijden worden geleid door onafhankelijke scheidsrechters. Ieder team in de U13, U13/9, U15, U16 en U17 dient een persoon als grensrechter beschikbaar te stellen. In de overige categorieën wordt niet met buitenspel gespeeld.
Plaatsing poulewedstrijden
De ranglijst wordt bepaald door het aantal punten. De punten worden als volgt gegeven: winst 3 punten, gelijkspel 1 punt en verlies 0 punten. Indien meerdere teams een gelijk aantal punten hebben behaald, wordt de rangschikking als volgt bepaald:

Plaatsing finales
Bij gelijk spel in een knock-out wedstrijd worden strafschoppen genomen volgens de regels van de Internationale Football Association Board van de FIFA. Het is niet toegestaan spelers te wisselen ná het eindsignaal.
Spelregels U11/7, U12/8 en GU13/8
Aftrap: De aftrap wordt genomen door één van de teams in het midden van het veld. Beide teams starten vanaf eigen helft. Bij de aftrap mag er direct op doel geschoten (en gescoord) worden.
Terugspeelbal: Een terugspeelbal (gespeeld via voet) mag niet door de keeper worden opgepakt. Wanneer dit wel gedaan wordt, legt de scheidsrechter uit dat dit niet is toegestaan. Bij herhaling van de overtreding volgt een indirecte vrije trap op negen meter afstand van de achterlijn. Een terugspeelbal die niet via de voet gaat (scheen, knie, bovenlichaam en hoofd) mag wel worden opgepakt.
Achterbal: De achterbal wordt vanaf de grond genomen binnen het keepersgebied door de bal te dribbelen, in te passen of in te schieten. De achterbal kan zowel door de keeper als door een veldspeler worden genomen.
De tegenstander staat op minimaal 5 meterafstand.
Hoekschop: Hoekschoppen worden vanaf de hoekpunten van het speelveld genomen door de bal in te dribbelen, in te passen of in te schieten. In alle gevallen kan er direct gescoord worden door de speler die de hoekschop neemt.
De tegenstander staat op minimaal 5 meter afstand.
Doelpunt: Na een doelpunt vindt er een aftrap plaats door het team dat een tegendoelpunt heeft gekregen. Beide teams starten vanaf eigen helft.
Uitbal: Bij een uitbal wordt het spel hervat door in te dribbelen. Passen en/of schieten is niet toegestaan. De tegenstander staat altijd op minimaal 5 meter afstand.
Spelregels U13/9
Aftrap: De aftrap wordt genomen door één van de teams in het midden van het veld. Beide teams starten vanaf eigen helft. Bij de aftrap mag er direct op doel geschoten (en gescoord) worden.
Terugspeelbal: Een terugspeelbal (gespeeld via voet) mag niet door de doelverdediger worden opgepakt. Wanneer dit wel gedaan wordt, volgt een indirecte vrije trap voor de tegenpartij op de plaats waar de doelverdediger de
bal raakt. Gebeurt dit in het doelgebied, dan wordt de vrije trap genomen op lijn van het strafschopgebied. Een terugspeelbal die niet via de voet gaat (scheen, knie, bovenlichaam en hoofd) mag wel worden opgepakt door de doelverdediger.
Doeltrap: De doeltrap wordt vanaf de grond genomen binnen het strafschopgebied.
De bal hoeft niet eerst uit het strafschopgebied gespeeld te zijn voordat een andere speler de bal mag aanraken.
De doeltrap kan zowel door de doelverdediger als door een veldspeler worden genomen. De tegenstanders moeten buiten het strafschopgebied blijven totdat de bal in het spel is.
Hoekschop: hoekschoppen worden op de reguliere manier genomen.
Vrije trap: Een overtreding wordt altijd bestraft met een directe vrije trap, waarbij de tegenstander op minimaal 7 meter afstand staat. Bij alles wat geen contactovertreding is op de tegenstander wordt er een indirecte vrije trap gegeven.
Inworp: Bij een inworp moet de bal met twee handen vanuit de nek ingegooid worden terwijl beide voeten contact hebben met de ondergrond. Foutieve inworpen mogen éénmaal opnieuw worden genomen. Wanneer deze wederom foutief wordt genomen, gaat de inworp naar de tegenstander.
Overtreding: Bij een overtreding wordt een vrije trap door de tegenpartij genomen. De tegenstander staat op minimaal 7 meter afstand bij een vrije trap. Bij een overtreding door de verdedigende partij in het eigen strafschopgebied, waarvoor een directe vrije trap moet worden toegekend, krijgt de aanvallende partij een strafschop. Bij een strafschop staan alle spelers behalve de nemer en de doelverdediger buiten het strafschopgebied en op minimaal 7 meter van de speler die de strafschop neemt.
Doelpunt: Na een doelpunt vindt er een aftrap plaats door het team dat een tegendoelpunt heeft gekregen.
Muurtje: Als de verdedigende partij bij een vrije trap een muurtje neerzet van 3 of meer spelers, moeten alle aanvallers minimaal één meter afstand houden van dit muurtje. Het muurtje staat op 7 meter.
Spelhervatting: Na doeltrap, hoekschop, inworp, vrije trap, strafschop of aftrap: Bij elke spelhervatting geldt dat de bal niet twee keer achter elkaar geraakt mag worden door dezelfde speler.
Spelregels U13, U15, U16 en U17
Voor deze categorieën gelden de standaard spelregels.
Afwijkende spelregels
Er kan onbeperkt door gewisseld worden in alle categorieën.
Het is bij de U13/9, U13, U15, U16 en U17 echter enkel toegestaan te wisselen bij een dood spelmoment én met toestemming van de scheidsrechter.
Alle wedstrijden beginnen en eindigen met een centraal signaal. De scheidsrechter moet de wedstrijd onmiddellijk beëindigen na het centrale signaal.
Tenue
Indien vóór aanvang van een wedstrijd naar het oordeel van de scheidsrechter de clubkleuren van beide teams te weinig verschillen, is de eerstgenoemde vereniging verplicht te spelen in een tenue van afwijkende kleur.
Disciplinaire maatregelen.
Indien een speler uit het veld is gestuurd (rode kaart) of een waarschuwing (gele kaart) heeft gekregen, zal de scheidsrechter de toernooicommissie direct na de wedstrijd hierover informeren.
Een speler die uit het veld is gestuurd of 2 officiële waarschuwingen heeft gekregen in één wedstrijd, wordt voor de volgende wedstrijd automatisch uitgesloten.
De toernooicommissie zal elke strafzaak beoordelen en eventueel andere straffen kunnen opleggen.
Een team dat zonder geldige reden niet op tijd aanwezig is of dat speelt met een niet-gerechtigde speler verliest automatisch met 3-0.
Alle resultaten van een team worden ongeldig gemaakt als de scheidsrechter een wedstrijd moet staken vanwege wangedrag van spelers, staf of supporters van dat team. Gebeurt dit in de tussen- of eindronde dan wordt het gehele team gediskwalificeerd.
Wangedrag zal door de toernooiorganisator gerapporteerd worden naar de nationale voetbal bond die deze rapporten zal doorsturen naar de betreffende andere nationale bonden.
Supporters
Wangedrag van supporters zal niet worden getolereerd. Bij ernstig wangedrag – dit wordt beoordeeld door de toernooicommissie – zal betrokkene de toegang tot het complex voor de duur van het gehele toernooi ontzegd worden en zal dit consequenties hebben voor het deelnemende team.
Protesten
Protesten met betrekking tot beslissingen van de scheidsrechters zijn niet mogelijk. Protesten met betrekking tot andere aangelegenheden moeten uiterlijk
15 minuten na afloop van de wedstrijd door de teamleider bij de toernooicommissie worden ingediend. De toernooicommissie besluit tevens over aangelegenheden waarin dit reglement niet voorziet. Het besluit van de toernooicommissie is bindend.
Wedstrijdprogramma
De toernooicommissie heeft het recht om, in geval van onvoorziene omstandigheden, het wedstrijdprogramma te wijzigen.
Aansprakelijkheid
De deelnemende clubs zijn zelf verantwoordelijk voor een adequate verzekering van de spelers. De organisatoren en Euro-Sportring zijn niet aansprakelijk voor persoonlijk letsel en verlies of diefstal van eigendommen van de
